  Abstract


Pelaksanakan Undang-undang No.5 Tahun 2014 tentang Aparatur Sipil Negara (ASN) merupakan wujud dari kelanjutan keberhasilan pelaksanaan Reformasi Birokrasi, menuju profesionalisme pegawai secara terbuka, kompetensi dan produktif. Merit sistem ASN adalah merupakan penilaian kinerja berdasarkan prestasi kerja. Tujuan penelitian ini untuk mengevaluasi pelaksanaan sistem merit terhadap pengembangan pegawai sesuai kebutuhan dilingkungan Kementerian Hukum dan HAM. Penelitian ini menggunakan metode penelitian deskriptif dengan menggunakan pendekatan kualitatif. Harapan kedepan agar implementasi merit sistem yang terdapat pada isi Undang-undang ASN dapat dilaksanakan dilingkungan Kementerian Hukum dan HAM, secara professional, sesuai dengan keahlian dan kompetensi pegawai dengan mengedepankan penilaian obyektif dan netral, maka pelaksanaan sistem merit melalui uji kompetensi pegawai, akan membawa perkembangan profesional peningkatan kinerja dengan lebih baik lagi dilaksanakan di Kementerian Hukum dan HAM.

Abstract

The implementation of the Act Number 5, Year 2014 on The Civil State Apparatus is entity of a sustainable successful implementation of bureaucracy reform head to officers professionalism. The merit system is performance assessment based on work performance. The purpose of this research is to evaluate the implementation of merit system to officers development according to the needs of the Ministry of Law and Human Rights. It is a descriptive method with qualitative approach. It is hoped that implementation of merit system can be carried out professional fit with skills and competency through competency test by promoting objectivity and neutrality, so that its implementation will change performance improvement better.
